What Prephysics is — and is not

It is a methodological layer prior to theory application: neither a new physical theory nor an anti-physical critique.

Formal admissibility is not physical applicability

Mathematical consistency and predictive fit do not by themselves establish that the target, interface and domain of application are adequately licensed.

Verdicts: PASS / OPEN / LoA

The protocol records whether the required conditions are satisfied, unresolved, or outside the domain in which the claim is licensed.
