One deduplicated foreground-discrimination deficit remains: A3 Stability fails, A5 Carrier Adequacy remains OPEN, and the L3→L2 attribution bridge is not discharged because the practice-enabled multi-frequency/dust-sensitive closing path was unrealized at tR; Coverage is established, but CertR/ObsR are not.
5 · What this does not mean
OPEN does not mean the measured B-mode excess was false, that dust was already proven, or that the tensor interpretation was retrospectively refuted; it records unresolved attribution at the 19 June 2014 state.
6 · What would trigger a new run?
BICEP2-field-specific 353-GHz dust information, later joint cross-frequency evidence, or a reformulated claim creates a new run; none may rewrite RV1,0.

9 March 2015. The run includes the BICEP2-field-specific Planck XXX dust result and the joint multi-frequency BICEP2/Keck+Planck analysis; Planck XXII is carried forward as earlier dust-frequency context.

The activated requirements and the attribution bridge close under the joint dust-sensitive evidence; DR = {}, and κ₀ closes the run.
5 · What this does not mean
PASS does not mean r = 0, that primordial gravitational waves do not exist, or that every possible foreground structure is exhausted; it applies only to the exact 2015 dust/upper-limit claim.
6 · What would trigger a new run?
Materially new evidence or practice, a changed foreground/model state, or a reformulated claim creates a new run; RV1,1 remains the 9 March 2015 record.
